1. (S) The Ambassador delivered the talking points contained
in reftel A to Cho Jung-pyo, Acting Minister of Foreign
Affairs and Trade (MOFAT),at 11:30 a.m. on Sunday January
14, 2007. He also showed A/FM Cho the photographs of the
event, but as instructed did not leave the photographs
behind. High level officials from MOFAT's North American
Affairs Bureau and Asian Affairs Bureau were also present at
the meeting.

2. (S) A/FM Cho thanked the Ambassador for informing the
South Korean government, and for the U.S. Government's
willingness to share such information with its ally. He said
he would confer with other officials in the room immediately
following the meeting, and would convey the concerns raised
by the Ambassador to other relevant parts of the ROKG. ROK
officials present at the meeting asked a few questions about
the details of the event and expressed concern over what
impact the development would have on U.S.-China relations.

3. (S) A/FM Cho promised that he would get back to the
Ambassador once the ROKG had discussed the matter internally.
