1. (SBU) This is an action request. Please see paragraph 4.
2. (C) The three-member Bosnian Presidency accompanied by
Defense Minister will travel to Iraq on May 15 to visit
Bosnia's Explosive Ordnance Disposal (EOD) unit at Camp Echo.
The delegation also seeks bilateral meetings in Baghdad.
The visit is a welcome high-level display of Bosnia's
commitment to the Iraq mission. Presidency members and
Defense Minister Cikotic have all told us that they attach
the highest importance to the Iraq trip.
3. (C) The visit presents an opportunity for Bosnian leaders
to discuss the contributions of the EOD directly with Iraqi
officials. This will be particularly important for Bosniak
President Haris Silajdzic who has expressed both public and
private skepticism about the Iraq mission, particularly in
relation to any extensions or augmentations of the Bosnian
force in Iraq. A clear message of gratitude from the Iraqi
Prime Minister or President for Bosnia's contribution to
Iraqi stability, linking the situation in Iraq to Bosnia's
post-war reconstruction, would help undercut Silajdzic's
political reservations over the deployment. The Presidency's
visit also presents the opportunity for senior U.S. military
commanders to deliver important messages in support of our
bilateral security agenda and discuss altering or augmenting
the Bosnian deployment, as appropriate.
4. (C) Begin action request. Without an Embassy in Iraq, the
Bosnian government has no capacity to organize meetings with
senior Iraqi officials in Baghdad on the morning of May 15.
Post requests Department assistance in arranging meetings for
Presidents Nebojsa Radmanovic, Zeljko Komsic, and Haris
Silajdzic and Defense Minister Selmo Cikotic with Iraqi Prime
Minister al- Maliki, President Talabani, and the Foreign and
Defense Ministers, as available. The Bosnian delegation will
arrive in Baghdad from Kuwait by U.S. military transport
early in the morning on May 15 and depart in the afternoon
for Camp Echo. End action request.
