1. (U) Action request: see paragraph 4.


2. (U) On July 10, the High Representative Miroslav Lajcak
dismissed Mr. Dragomir Andan from office for activities
deemed to obstruct implementation of the Dayton Agreement.
Andan is a citizen of Bosnia and Herzegovina (BiH) and the
former Director of the Republika Srpska (RS) Police. Prior
to his removal, he was Deputy RS Director of Police Training.
The High Representative ordered his removal from office at
the request of and in consultation with the International
Criminal Tribunal for the former Yugoslavia (ICTY) in order
to prevent him from being able to use his position to
continue as a member of the war criminal support network.

3. (C) On July 9 the European Union (EU) agreed to increase
to 42 the number of individuals from the former Yugoslavia
who are prohibited from entering the EU because they continue
to be members of the war criminal support network. OHR, in
the wake of the Adnan removal, provided us with a copy of the
complete EU visa ban list. We compared that list with our
current 212(f) list and found that 25 of the individuals on
the EU list are not currently listed 212(f) in CLASS. In
light of the EU decision, we believe the Department should
designate these individuals 212(f). Post has sent CA/VO/L/C
via email a copy of the list, which is embargoed until it
becomes official on/about July 23, when the CoE President
signs the Council Decision and it is published in the CoE
Gazette.


4. (C) ACTION REQUEST: Post requests that the following
individuals be listed in CLASS as ineligible under 212(f)
(obstructing Dayton Agreement implementation). Place of
birth is given as the current territory that was part of the
former Yugoslavia.
