1. This is an action request; please see para. 3.

2. In a diplomatic note received by the Embassy on April 3,
the Ministry of Foreign Affairs reiterated the Dominican
Republic's candidacy for a non-permanent seat on the United
Nations Security Council and requested U.S. support. The
candidacy is for the period of 2008-2009, with the election
to be held at the General Assembly in September 2007. As the
Department will recall, the Dominicans let their candidacy be
known prior to the 2006 General Assembly (Reftel).

3. Embassy requests Department guidance for a reply to the
request for U.S. support for the Dominican candidacy for the
Security Council.

4. The following is an unofficial Embassy translation of the
diplomatic note.

(Begin translation)

No. 7940, March 30, 2007

The Ministry of Foreign Affairs presents its compliments to
the Embassy of the United States of America, and takes this
occasion to reiterate that the Dominican Republic maintains
its candidacy to occupy a seat as a Non-Permanent Member of
the United Nations Security Council for the 2008-2009 period,
with elections to be held during the 62nd ordinary period of
sessions of the General Assembly of the United Nations in
September 2007.

Taking into consideration the 61 years of experience and
activity in the United Nations and taking into account the
right of geographical representation and equity that all
Members enjoy, the Dominican Republic nominates itself to
occupy the period of January 2008 to December 2009 as a
Non-Permanent Member of the Security Council and, for that,
requests the support of the distinguished American Government.

(Traditional diplomatic closing.)
