1. On March 29, U.S. Marshals returned Romula (aka Romulo)
Silva to the United States to stand trial in the Middle
District of Florida for conspiracy to possess with intent to
distribute five (5) or more kilograms of cocaine. As
detailed in indictment 8:03-Cr-476-T-23 (EAJ),filed on
December 3, 2003, Silva attempted to negotiate the purchase
of thirty-five (35) kilos of cocaine (with a pledge of a
future seventy (70) kilo purchase) from undercover law
enforcement agents on November 15, 2003. Silva was arrested
immediately after purchasing twenty-one (21) kilos of cocaine
from these agents for a sale price of 499,437 USD. Silva was
released pending trial, but fled rather than appear as
ordered.
2. Following the February 19, 2007, issuance of a Dominican
arrest warrant based on a January 26, 2007, U.S. Government
request for extradition, Silva was apprehended March 23,
2007, by officers of the Dominican National Directorate for
Drug Control's Fugitive Unit (DNCD). Silva made a knowing,
voluntary, and intelligent waiver of his right to challenge
his extradition and testified to such before the Criminal
Chamber of the Dominican Supreme Court on March 26, 2007.
3. The return of Silva marks the 15th Dominican-national
fugitive returned through or in lieu of extradition
proceedings during CY-2007 (the 6th for FY-2007).
