1. On November 8, 2007, U.S. Marshals will return Yokary de
la Rosa to the United States to stand trial for federal
narcotics-related offenses as detailed in indictment number
CR 03-893, filed on August 5, 2003, in the U.S. District
Court for the Eastern District of New York. According to the
indictment, de la Rosa conspired to possess and distribute,
as well as attempted to distribute, 10,000 tablets of MDMA
(Ecstasy) in Queens, New York, on or about July 9, 2003.


2. Following the January 11, 2005, issuance of a Dominican
arrest warrant based on an April 30, 2004, U.S. Government
request for extradition, de la Rosa was apprehended February
28, 2007, by officers of the Dominican National Directorate
for Drug Control's Fugitive Unit. De la Rosa made a knowing,
voluntary, and intelligent waiver of her right to challenge
the extradition before the Criminal Chamber of the Dominican
Supreme Court. Her extradition was properly confirmed by
presidential decree.


3. The return of de la Rosa marks the 5th Dominican-national
fugitive returned through or in lieu of extradition
proceedings during CY-2007 (the 14th for FY-2007).
