1. On February 16, 2007, U.S. Marshals returned Carlos Morel
to the United States to stand trial for federal
narcotics-related offenses in the U.S. District Court for the
Southern District of Florida, as detailed in indictment
number 03-20613-CR-SEITZ, filed July 31, 2003. According to
the indictment, Morel conspired to possess and distribute
60,000 tablets of MDMA (Ecstasy) that had been imported from
Europe.


2. Following the proper issuance of a Dominican arrest
warrant based on a May 12, 2006, U.S. Government request for
extradition, Morel was apprehended February 9, 2007, by
officers of the Dominican National Directorate for Drug
Control's Fugitive Unit (DNCD). Morel made a knowing,
voluntary, and intelligent waiver of his right to challenge
the extradition before the Criminal Chamber of the Dominican
Supreme Court. His extradition was properly confirmed by
presidential decree.


3. The return of Morel marks the 4th Dominican-national
fugitive returned through or in lieu of extradition
proceedings during CY-2007 (the 13th for FY-2007).
