1. This cable responds to Ref A request for information about
the travel of the Dominican President and other officials for
the UN General Assembly, and updates the information
previously provided by the Embassy in Ref B.


2. The Embassy has not received a formal reply to Ref A
questions, which we sent to the Dominican Government via
Diplomatic Note 189, dated August 22. However, we have
obtained some of the answers from other channels:


A. Attendance of the Head of State.

-- Name and title: Leonel FERNANDEZ Reyna, President.

-- Arrival and departure dates to and from New York and other
U.S. locations, and whether the Head of State will be present
for the General Debate: The press reports that Fernandez
will visit the United States from September 16-27, visiting
Miami, Washington, Boston, and New York. He will be in
Washington September 18-19, and perhaps longer (NFI).

-- Whether spouse of the Head of State will travel to New
York. If so, provide the spouse's name and title: Margarita
CEDENO DE FERNANDEZ, First Lady, will accompany the President.

-- Whether interpretation would be required in a bilateral or
multilateral meeting: No, Fernandez speaks English fluently.


B. Attendance of the Head of Government: Fernandez is also
the Head of Government.


C. Attendance of the Foreign Minister.

-- Name and title: Carlos MORALES Troncoso, Secretary of
State for Foreign Relations.

-- Arrival and departure dates to and from New York and other
U.S. locations, and whether the Foreign Minister will be
present for the General Debate: Unknown; however, we
strongly suspect that Morales will be present for the General
Debate.

-- Whether the spouse of the Foreign Minister will travel to
New York: Unknown.

-- Whether interpretation would be required in bilateral or
multilateral meetings: No, Morales speaks English fluently.


D. Attendance of other host country VIPs: Unknown; however,
we strongly suspect that the two Dominican Deputy Foreign
Ministers are traveling to the United States.

-- Names and titles: Jose Manuel TRULLOLS and Alejandra
LIRIANO de la Cruz.

-- Arrival and departure dates to and from New York and
whether the VIP will be present for the General Debate:
Unknown; however, we strongly suspect that the both Trullols
and Liriano will be present for the General Debate.

-- Whether the spouse of the VIP will travel to New York:
Unknown.

-- Whether interpretation would be required in bilateral or
multilateral meetings. If so, specify what language: Yes,
both Trullols and Liriano would require Spanish
interpretation.


E. Attendance of the Foreign Ministry official responsible
for IO affairs or official who is a regular interlocutor of
regional assistant secretaries or Department principals:
Unknown.
