1. Poloff delivered reftel A talking points as a non-paper
to Hernan Mena, Sub Director for Disarmament and
International Security of Chile's Foreign Ministry, on April

25. Mena said Chile's Ambassador to Vienna and to the UN
Mission in Vienna would head Chile's delegation to the
Nuclear Non-proliferation Treaty Preparatory Committee
meeting (NPT PrepCom I) in Vienna, Austria. Mena could not
respond directly to reftel talking points, but said that
Chile was in agreement with the U.S. that the main issues for
PrepCom I would be non-proliferation, disarmament, and
peaceful nuclear cooperation -- with perhaps "some
differences in emphasis." Chile is concerned about
developments in North Korea and Iran, and is generally in
line with U.S. efforts to stem proliferation. Chile is also
interested in how the Global Initiative to Combat Nuclear
Terrorism will fit in with PrepCom discussions. Mena
predicted a "lively and interesting opening session."
Although Mena thought the mission in Vienna would be
providing a non-paper preview of Chile's positions in
response to reftel points, as of 1700 April 27 Post had not
received this document.
