(C) Acting DCM delivered September 25 reftel demarche points
to Juan Eduardo Eguigeran, Director of the MFA's Office for
Special Policies, stressing USG appreciation for Chile's
strong statement at the September 10-14 IAEA Board of
Governor's meeting, in support of requiring Iranian
compliance with its UNSC obligations. While Chile's
statement would have been stronger with an explicit
endorsement of a third sanctions resolution, the USG urged
Chile to work with IAEA DG El Baradei to ensure a frank
assesssment of Iranian cooperation or lack thereof.
Equigeran - who had just taken over his position two weeks
ago - said he knew that A/S Shannon had spoken recently
(September 10) with Carlos Portales, the MFA's number three
official on this issue. Chile's statement reflected GOC
agreement with the U.S. and the international community on
the need to take a strong stance. Eguigeran noted that
Chile's representative to the IAEA Board of Governors had
just taken over the Chair. As such, he would be in close
contact with El Baradi over the coming weeks and would work
with him "and the world" to make clear Chile's views.
