(C) The Ambassador raised the issue of El Salvador running
for a seat on the Human Rights Council at a dinner with FM
Lainez on February 2. The FM responded that the GOES is very
interested in running for a seat, and shares concerns that
Venezuela could further discredit the already struggling
Council. In this context, El Salvador is willing to run to
ensure that Venezuela does not get a free pass to a seat on
the HRC. Lainez added that GOES officials were pressing
Guatemala not to pursue its own candidacy, for fear that two
Central American candidates would split the vote to
Venezuela's advantage.
