1. (U) Poloff held follow-up discussions on August 9 with
Mario Rivera, Director of Multilateral Affairs for the
Salvadoran Ministry of Foreign Affairs (MFA) regarding reftel
demarche. Rivera's response was unchanged from initial
meeting on the topic held July 23 with Rivera and Felix
Ulloa, MFA advisor. Poloff stressed the importance of
aggressive implementation of UNSCR 1737 and 1747 and reminded
Rivera that the GOES had not submitted implementation reports
to the UNSC Iran Sanctions Committee. Rivera said that he
would look into the matter.
2. (C) Rivera added that El Salvador has strongly supported
and will continue to support the US position on Iran
sanctions. (Comment: El Salvador is a close ally on this and
other Iran-related issues. Delays in submitting
implementation reports are probably due to MFA resource
constraints or oversight on their part.)
