1. On September 26, PolOff met with Montserrat Vargas
Solorzano, Chief of the United Nations Specialized Agencies
Section and Candidacies Director of the Ministry of Foreign
Affairs (MFA) and delivered reftel information.
2. Ms. Vargas indicated that Foreign Minister Bruno Stagno,
already in New York, was aware of the Community of
Democracies (CD) meeting on October 1st and planned to attend
that meeting, hosted by Mali. She added that the GOCR was
active in CD activities and supported its goals. Lastly, Ms.
Vargas told us that promoting Africa's leadership in
promotion of human rights was one of the GOCR's goals as
Costa Rica was now engaged in the establishment of diplomatic
relations with several African countries.
