1. (C) Poloff delivered reftel points to MFA Near East
office director, Luciano Pezzotti March 22. Pezzotti said
Italy shared our concern over the human rights situation in
Syria; however, Italy was not planning on issuing any
statements concerning the election. He said Italy would
support a strong common EU position and generally favored
pressing Syria on human rights issues through EU channels.
He said Italy currently has no plans to observe/monitor the
April 22 elections, and although he was aware of the German
Embassy in Damascus's plan, he hadn't heard of any EU plan to
do so, and he thought it unlikely that Syria would permit the
EU to conduct formal observation of the elections.
