SUBJECT: ITALY WILL CONSIDER UN INTERNAL JUSTICE REFORM
CONCERNS

REF: STATE 31831

Poloff delivered reftel demarche March 16 to MFA UN Office
Director Leonardo Bencini, explaining U.S. concerns with
proposals to reform the UN's internal Administration of
Justice and urging Italy to examine the full extent of human
resources, legal, and accompanying financial implications.
Bencini responded that Italy had not focused in detail on the
issue, and expected an EU common position on the proposals.
Poloff reiterated our strong concerns and urged Italy to take
a closer look at the proposed changes. Bencini promised the
MFA would study the issue.
