1. (C) Econoff delivered ref A-C papers detailing USG
proposals for the Missile Technology Control Regime (MTCR)
Technical Experts Meeting (TEM) to Roberto Liotto, the new
MFA office Director responsible for MTCR issues on September

24. Liotto was unable to respond to the substance of ref A-C
papers, and said he would provide a response after
consultation with the relevant GOI experts. Reftels included
proposals to update the following items:

-- Item 1 UAVs and Cruise Missiles (Ref A)
-- Item 4.C.2.b. Hydrazine Derivatives (Ref B)
-- Item 4.C.4.b. Oxidizer Substances Useable in Solid
Propellant Rocket Motors (Ref B)
-- Item 6.C.8. Maraging Steel Technical Note (Ref B)
-- Item 4.C.2.f. High Energy Fuels (Ref C)


2. (C) In an October 12 conversation, Liotto said the GOI
delegation will support the USG proposals at the November
TEM. He noted the GOI response to refs A-C was delayed by
difficulties in bringing together all of the needed GOI
experts for an Inter-Miniterial meeting to discuss the USG
proposals. As reported in ref D, we had previously been
assured of GOI support of the USG proposal to tighten MTCR
controls over UAVs and Cruise Missiles.
