(C) In response to Ref A, poloff followed up September 28 on
our previous demarche (Ref B) on the Committee Against
Torture election with MFA UN Affairs Desk Officer Gabriela
Biondi. Biondi proposed a vote trade, and followed up
October 3 with a diplomatic note requesting U.S. support for
Renata Archivi, Italy's candidate for the UN Advisory
Committee on Administrative and Budgetary Questions. Poloff
reminded Biondi of the long-standing U.S. policy against
trading votes, but thanked her for the information on Italy's
ACABQ candidate.
