(C) Poloff spoke September 28 with MFA Human Rights Office
Director Laura Carpini to deliver reftel demarche and a copy
of the U.S. draft resolution, "Condemning the Use of Rape as
an Instrument of State Policy." Poloff urged Italy to
cosponsor the resolution and requested cooperation in
preventing amendments or alterations that would fundamentally
alter the resolution or require the U.S. to withdraw its
sponsorship. Carpini thanked us for providing the text of
the resolution, which she had heard about but not seen, and
took note of our request on limiting changes to the text.
She said the Italian position on the resolution would depend
on the outcome of the EU human rights coordinating meeting in
Brussels October 9-10, during which a common EU position on
the resolution would be discussed, but that in principle
Italy supported the substance of the resolution.
