SUBJECT: EU CONSIDERING "EMBARGO" PROHIBITING EXPORT OF
MTCR AND NSG ITEMS TO IRAN

Classified By: Acting Ecmin Kathleen Reddy for Reasons 1.4 (b) and (d)

(S) In a meeting February 1 with Acting Ecmin, Carlo
Tripepi, Director of the MFA office responsible for arms
exports, said the EU is considering revisions to its export
control legislation to block the export to Iran of all items
listed on the Missile Technology Control Regime (MTCR) and
Nuclear Supplier Group (NSG) lists. Tripepi said this
"embargo," which the GOI supports, will be "stronger than the
UN resolution" and will apply to the export of MTCR- or
NSG-listed items, regardless of their stated end use in Iran.
According to Tripepi, current EU regulations only prohibit
the export of MTCR- or NSG-listed items, when their export
raises proliferation concerns. The revised law will close
that loophole.
