1. (C) Following up REF B conversation on A/CFE, MFA NATO
Office Director Gianni Bardini called Acting Political
Minister-Counselor August 23 to inform that he had made a
formal request to the MFA's Legal Advisor for an estimate of
how long it would take Italy to ratify the Adapted CFE
Treaty. Bardini said getting a reply will take some time,
but noted that he had received from the Foreign Minister's
parliamentary affairs specialist an informal opinion that, if
ratification were given a high priority by the GOI and the
Italian Parliament, it could be completed in approximately
one year.
2. (C) Bardini said the fastest Parliament had ever ratified
a treaty was six months, for the EU Rome Treaty. The Rome
treaty had, he explained, been given the highest priority by
the GOI as it bore the name of Italy's capital city and Italy
wanted to be first to ratify it. He speculated that Italy
could complete A/CFE ratification in between six months and a
year, probably closer to a year.
