1. (C) Poloff delivered reftel demarche to MFA Office
Director for Human Rights Laura Carpini July 5. Carpini said
Italy was "not overwhelmingly happy" with the results of the
Council's fifth session, but suggested that the compromise
was necessary to move the Council forward. Considering the
reality of the Council's membership, Carpini believed that no
better outcome was possible, and that the institutional
framework adopted was better than nothing.
2. (C) Carpini said that she would raise the possibility of
the EU running the resolution on Belarus at the Third
Committee in Brussels on July 10 during a technical-level EU
human rights coordinating meeting, although she expressed
some surprise at the request, since the U.S. had taken the
lead last year.
