1. (C) On July 3, PolMilOff delivered reftel nonpaper to Dr
Adel Babsil of the MFA,s International Organizations
Department. After the details of nonpaper were explained, Dr.
Babsil said that it would take a couple of months before any
type of response could be provided due to the large number of
people who are either on vacation now or will be on vacation
in the near future.
2. (SBU) In the course of the conversation, Dr. Babsil added
that the MFA wanted all requests dealing with UNSC to be
handled directly at the UN offices in New York and that in
the near future, the MFA,s International Organizations
department would no longer be accepting these types of
demarches. He said that the MFA was doing this because it
was easier and more efficient for the SAG,s UN office to
handle all communications dealing with the UN. PolMilOff
requested that the MFA send a diplomatic note to the Embassy
formally notifying us of the change in SAG policy.
