1. (C) PolEconOff delivered both sets of reftel points
October 26 to Signe Jansone, the A/S level official that
covers Asia at the MFA. Jansone responded that the GOL
supports the U.S. initiative to tighten sanctions further
against Burma. She added that Latvia has "no connection at
all with Burma: no trade, no investment, no diplomatic
relations"--so there is not much room for tightening from
Latvia in particular. However, she noted that, at the most
recent GAERC in mid-October, the GOL pushed for tougher
sanctions against Burma as general EU policy.


2. (C) Regarding the upcoming EU-ASIAN summit on November 22,
Jansone stated that this summit would be "focused on
commemorating the 30 year anniversary of EU-ASEAN
cooperation." In response to ref B suggestion that EU
countries press the ASEANs to disinvite Burma from the summit
(or invite a lower level official),Jansone said that she
thinks this particular suggestion is unlikely to happen.
However, she added that in general she sees progress within
ASEAN on Burma: "At least ASEAN is engaged on the issue and
is willing to speak out--something that was not the case in
prior years."
