1. (C) A/DCM delivered reftel message and non-paper to
Kaspars Ozolins, A/S-level official in charge of security
policy at the MFA. Ozolins welcomed the information and
consultation with NSG members. He said that Latvia
understood India's "legitimate energy needs," but stressed
that the key to Latvian support in the NSG would be ensuring
appropriate safeguards. The agreement with the IAEA would be
key in this regard, he noted.
2. (C) Ozolins asked for any information on Pakistan's
reaction to the agreement and whether we thought a recent
missile test was in part a reaction by Islamabad to this
agreement.
