SUBJECT: LATVIA STILL LOOKING AT SUDAN SANCTIONS

REF: STATE 73693

Classified By: Ambassador Catherine Todd Bailey. Reason: 1.4 (D)

(C) A/DCM delivered reftel points June 1 to Signe Jansone,
A/S level equivalent official responsible for Africa issues
at the MFA. A/DCM stressed the need for action to make sure
Sudan got the message. Jansone, noting US-EU differences
over the use of the term "genocide", said that the EU was
looking at this issue and it would be discussed at the next
GAERC. She noted that Latvia had no real economic interests
in Sudan. A/DCM agreed and underscored that this was exactly
the kind of issue where Latvia could bring a perspective to
the EU table of the morality of the issue, rather than
reflecting corporate interests. Jansone made no firm
commitment on a Latvian position, but seemed skeptical that
Latvia could take on the bigger EU members over Darfur.
