SUBJECT: LATVIA CONSIDERS RESOLUTION ON EXTENSION OF THE
OCCUPIED TERRITORIES MANDATE AT THE HRC UNBALANCED

REF: STATE 35404

Classified By: Ambassador Catherine Todd Bailey for Reason 1.4(d)

(C) PolEconOff delivered reftel points March 22 to Liga
Rozeniece, Head of International Organizations Division at
the MFA, and urged the GOL's support to defer action on the
resolution dealing with the occupied territories mandate at
the Human Rights Council (HRC) until June. Rozeniece
responded that the GOL wants a balanced approach to
addressing such issues and that the proposed resolution is
not "well balanced." She added that, as the GOL is not
currently a member of the HRC, it can only influence
developments concerning the resolution through the EU. Post
will report any further GOL response.
