(C) As Iceland's formal reply to demarche (ref B),MFA's Minister
Counselor Nikulas Hannigan told A/Poloff on March 29 that they do not
have the expertise or the facilities (social or security) to receive
and integrate Guantanamo detainees. Hannigan said Icelandic law
provides only for accepting refugees, and these only as defined by
UNHCR.
