1. (SBU) Burmese Livestock Breeding and Veterinary Department
(LBVD) officials informed us, FAO and the WHO on September 7
that between August 30 and September 1, 86 chickens died on a
private farm in Moulmein, the capital of Mon State. On
September 1, Moulmein District LBVD Deputy Director and staff
conducted tests with Rapid Test Kits and found the dead birds
to be Type A positive for AI. Officials sent samples to the
Central Veterinary Lab in Rangoon for further PCR testing,
but have not yet confirmed that the birds were infected with
H5N1. This appears to be the second case of AI in Mon State
this year, the last case occurring on two private farms in
Thanbyuzayat Township in early July (ref B).


2. (SBU) LBVD confirmed that despite the lack of
confirmation for H5N1, local officials on September 1
implemented GOB AI biosecurity measures, culling and burying
the remaining 417 chickens and decontaminating the farm.
Authorities quarantined the farm, imposing a restricted zone
within a one kilometer radius and a control zone of three
kilometers. Seven poultry farms located in the control zone
continue to be under strict observation for any AI symptoms.
The local government also prohibited the movement of poultry
and poultry products within the township. Officials continue
to monitor the health of humans and poultry in the restricted
area. LBVD believes that the disease is contained.


3. (SBU) Officials have not yet determined the source of
the virus and do not suspect any human cases. We will follow
up with LBVD to confirm whether this is another H5N1
outbreak.
