1. Charge a.i conveyed reftel talking points to Kyaw Zeya,
Deputy Director of MFA Consular and Legal Affairs Department,
on May 30. Kyaw Zeya stressed that he did not have any
direct knowledge of the November 22 airspace incident and
that it did not reflect any change in Burmese policy. He
surmised that the problem was probably caused by a
miscommunication, and promised to ask MFA officials he
supervises to review Civil Aviation Authority and Yangon Air
Traffic Control reports from the time of the incident, and
inform us of his findings.
2. Kyaw Zeya previously served as Americas Desk Officer at
MFA and participated in a 2002 International Visitor
Leadership Program. He expressed eagerness to facilitate
bilateral communications and coordination. Charge expressed
appreciation for MFA's cooperation on flight clearances. Post
will forward any follow-up response received from MFA.
