1. (C) On November 16, Charge delivered reftel demarche to
GOM MFA Secretary General Omar Hilale, along with a copy of
the U.S. press release. Charge, accompanied by Polcouns and
Poloff, added that Iran's cooperation with the IAEA had been
selective, incomplete, and reactive. He noted that Iran had
not suspended enrichment or heavy water-related activities
and had neither implemented the Additional Protocol nor
provided early information on new nuclear facilities. The
USG hoped Morocco would speak out at the Board of Governors
session on Iranian lack of compliance, particularly with UNSC
resolutions. We believed additional sanctions were needed to
pressure Iran to agree to a diplomatic solution.


2. (C) Hilale, Morocco's top interlocutor on the issue,
underscored Morocco's strong relations with the U.S. He said
that Morocco's position on Iran's nuclear activities was well
known: Iran has the right to nuclear energy, but it must live
up to its obligations. Hilale said that the GOM was
supportive of the U.S. position on this issue and intimated
that the GOM would be willing to make a statement in Vienna.
At the same time, Hilale underscored his hope that the
current impasse with Iran could be solved diplomatically and
asked if sanctions against Iran were already a foregone
conclusion. Hilale appeared satisfied with the Charge's
response that a diplomatic solution would be the U.S.'s
preferred outcome, with our 2006 offer still on the table.
Iran could still avoid sanctions if it changed course.
Polcouns added that P5 1 discussions were ongoing on
additional UNSC sanctions; we may need Moroccan help as this
progresses.


3. (C) In a meeting earlier in the day, Poloff delivered the
demarche with background to MFA's Head of the United Nations
Division Azzedine Farhane. Farhane also joined the meeting
with Hilale.
