1. (C) In a September 18 meeting with MFA IO Chief (A/S
equivalent) Nasser Bourita, Polcouns expressed U.S.
appreciation for Morocco's strong message at the recent IAEA
Board of Governors meeting and drew from reftel to emphasize
the U.S. view that DG ElBaradei's "Plan of Action"
represented a last chance for Iran to demonstrate its
willingness to cooperate with the international community and
to underline that a third sanctions resolution is the logical
next step forward.
2. (C) Bourita reiterated Morocco's position that while Iran
has the right to nuclear power, it must respect its
international obligations and work in transparency. He added
that Morocco viewed ElBaradei's plan as "helpful and
constructive, but not enough."
