1. (C) We delivered the points conveyed reftel regarding
the upcoming United Nations General Assembly (UNGA) to MFA
Chief of International Organizations Section Nasser Bourita
on July 26. He said that the GOM will be in flux until after
the September 7 election, making it impossible to predict who
may or may not travel to New York before then. Given the
chance of protracted negotiations in forming a new
government, a response may arrive as late as September 17.
2. (C) Based on the text of a letter sent by the king to
UNSG Ban Ki Moon in which he said that "his (the king's)
representatives at the UNGA" would work hard on climate
change issues, Bourita believes that the king will almost
certainly not attend this year.
