1. (C) In the runup to Kosovo's final status process, post
is reviewing its emergency procedures. This is the first in
a series of messages.

SIMO has reviewed its primary and backup communications
systems, which are available in the event of a crisis.


4. (C) In the event of an emergency, it is likely that cell
phone and landline service will be disrupted. For
communication with Washington, EUCOM, regional posts and
others, the primary backup communication with post are:

5. (C) The USAID Mission - located some 400 yards from the

Chancery is post's alternate command site with the following

6. (C) Cell-phone, land-line and unclassified e-mail are the
means by which USOP activates its warden network. Our
primary back-up will be Iridium Satellite Phone contact with
international organizations and NGOs that employ U.S.
citizens. For amcits who fall outside this community,
particularly dual nationals or amcits of Kosovar origin, our
back up communications system will be via local radio
broadcast and print newsletters/messages.


7. (C) U.S. Direct Hire personnel all have E&E handheld
radios; EAC members have radios with encrypted channels.
Management section LESs also have handheld radios. The MSG
post monitors the radio on a 24/7 basis. Post conducts a
monthly radio check. Post has a phone-tree arrangement under
which agency and section heads are responsible for notifying
all U.S. personnel and LES supervisors, who in turn notify
their subordinates. (Note: Post tested this system when we
received word of the closure of the Federal Government in
honor of President Ford.)


8. (C) In the event of evacuation to safehaven Amembassy
Skopje, a total of 59 vehicles (14 armored and one 10-ton
truck) are available. The method of communication between
vehicles would be the vehicle radios and/or E&E handheld
radios. For communication outside of the convoy we would
have available iridium satellite phones listed in para 4c and
5c.
