1. (C) Achieving consensus on the IAEA recommendations at the
February meeting of the Committee on Safeguards and
Verification (CSV) will be very difficult, claimed Department
of Foreign Affairs (DFA) Deputy Director for Nuclear
Disarmament and Non-Proliferation Michiel Combrink. During
delivery of Ref A demarche, Combrink told PolOff February 8
that a number of NAM countries, including but not limited to
Iran, Syria, Cuba, and Egypt, continue to criticize the CSV
approach as "not comprehensive" and "too piecemeal."
Progress on the specific CSV recommendations -- many of which
South Africa supports from a "national point of view" -- will
be impossible. Given the strong NAM position, Combrink said
"there was no point" dealing with the specific CSV
recommendations or the budgetary issues raised in the
demarche.


2. (C) Combrink wondered whether the time has come to "close
shop" on the CSV and take key elements of the CSV's work to
the Board of Governors as permanent agenda items. In this
broader format, he thinks it may be possible to make progress
on many of the key CSV issues to the benefit of both
developed and developing countries.


3. (C) Combrink confirmed that DFA Deputy Director General
and South African Representative to the IAEA Board Member
Abdul Minty will lead the SAG delegation to the February
13-14 IAEA CSV meeting. Combrink will likely join Minty.
