1. (C) The Czechs have told us they will vote for Slovenia,
and will not vote for Belarus, in the upcoming UNHRC election
(ref b). They have said they would support Bosnia, if it
formally declares itself a candidate. But they also fear
that the Bosnian candidacy could weaken support for Slovenia.
Finally, the Czechs fear that Belarus will be ultimately
successful in its candidacy.
