SUBJECT: DEMARCHE DELIVERED: BELARUS CANDIDACY FOR HUMAN
RIGHTS COUNCIL
REF: A. SECSTATE 63345
B. SECSTATE 58036
Classified By: Thomas C. Tighe for reasons 1.4 (b) and (d).
(C) The foreign ministry's director of political affairs
Weiner Jean Baptiste assured poloff that Haiti "knows how to
vote on Belarus," following the delivery of the demarche
outlined in reftels. Jean Baptiste and Poloff discussed
Haiti's "yes" vote on the UN resolution condemning human
rights violations in Belarus in December, 2006. Post is
confident that Haiti will vote for Slovenia and a third-party
candidate, possibly Bosnia, in the up-coming election.
(Note: Post tried to coordinate with the French Embassy, but
the officers in country were not aware of a parallel demarche
request from Paris. End note.)
