1. Summary: The hurricane season traditionally forces a
hiatus for clandestine sea voyages by Haitian migrants,
however, due to the relatively mild hurricane season to date,
the United States Coast Guard (USCG) has repatriated 225
migrants within the last 30 days; another 6 migrants
successfully reached the United States; and the USCGC VALIANT
currently has another 82 migrants onboard waiting
repatriation. The Government of Haiti (GoH) has prosecuted
no one for organizing these dangerous and illegal voyages.

2. The USCG on August 13 transferred 101 Haitian migrants
into the custody of the GoH in Cap-Haitien, Haiti.


3. The USCG on September 6 transferred 124 Haitian migrants
into the custody of the GoH in Cap-Haitien, Haiti.


4. Six adult Haitian males on September 10 landed on the
beach at Bal Harbor, FL. The men were taken to the Border
Patrol Station in Pembroke Pines. However, eye witnesses and
an abandoned smuggling vessel indicate that as many as twenty
migrants came ashore in Florida.


5. The USCG on September 19 will transfer 82 Haitian
migrants into the custody of the GoH in Port-au-Prince, Haiti.


6. In addition, Jeanne Bernard Pierre of the Haitian Office
of National Migration confirmed that on September 5 and 6,
the Bahamian government repatriated a total of 456 Haitian
migrants into the custody of the GoH in Port-au-Prince,
Haiti.


7. Haitian officials warned that they would pursue and
prosecute the organizers of clandestine voyages at a June 15
conference on clandestine sea migration (see reftel).
However, the Haitian media has not reported on any
investigations or prosecutions of the voyage organizers.
