1. In response to the solicitation for anti-trafficking in persons
project proposals, Embassy Phnom Penh reviewed approximately 25
proposals from non-governmental organizations (NGOs). Post
recommends the following five proposals in no particular order.
Embassy will e-mail the complete proposals to G/TIP directly.
Political Officers Gaurav Bansal and Margaret McKean are the Embassy
Points of Contact for TIP issues. Janet Deutsch will replace Gaurav
Bansal on April 26.

LEGAL SUPPORT FOR CHILDREN AND WOMEN
--------------


A. ORGANIZATION: Legal Support for Children and Women

B. FUNDING REQUEST: USD 416,327 (Federal Share: USD 199,996;
Non-Federal Share: 216,331)

C. TITLE: Legal Protection, Prevention and Assistance for Victims
of Human Trafficking.

D. DURATION: 2 Years.

E. ABSTRACT: This project aims at preventing TIP. It will try to
increase access to justice by liaising with law enforcement officers
to secure prosecutions of traffickers and by offering free legal
services and assistance to victims of trafficking. It also aims to
help communities build sustainable systems of referral of victims to
the appropriate governmental or NGO for services. The project will
concentrate on the provinces of Koh Kong and Prey Veng, which are
underserved by other NGOs. In addition, a team of mobile lawyers
from Phnom Penh will be deployed to the capital's surrounding
provinces.

C. TITLE: Slavery In Our Midst

D. DURATION: 2 Years

E. ABSTRACT: The goal of this project is to enhance Cambodian law
enforcement for counter-trafficking, particularly trafficking for
labor exploitation. It will establish three Multi-Disciplinary
Teams that integrate government, law enforcement and local NGOs.
These teams will serve as effective fora for coordinating existing
counter-trafficking efforts while focusing on law enforcement. In

addition, No Traffic Zones will be established to create an
environment where vulnerable migrants are able to protect themselves
from trafficking schemes. The target provinces are Kampong Chhnang,
Kampong Cham and Kampong Speu.

C. TITLE: Supporting a Framework for Prosecutions in Cambodia

D. DURATION: 1.5 Years

E. ABSTRACT: The project will focus on increasing transparency and
awareness regarding the current state of trafficking and efforts to
combat it, providing legal assistance to victims, and providing
action-oriented capacity building opportunities for police that
promotes increased coordination among law enforcement groups.
Specifically, the project aims to conduct awareness raising
workshops for media to increase their understanding of the
trafficking law and encourage effective monitoring and reporting of
all forms of trafficking. It will also increase court monitoring
and documentation of trafficking cases, provide legal assistance to
victims, and build action-oriented capacity building opportunities
for law enforcement.

C. TITLE: Protecting Cambodian Children from Sexual Exploitation
in Sihanoukville

D. DURATION: 2 Years

E. ABSTRACT: APLE's project intends to reduce the incidence and
effects of street-based sexual exploitation of children in the beach
resort of Sihanoukville and its surrounding areas in coordination
with local authorities. It further aims to improve the
effectiveness of investigations and encourage accountability of the

Sihanoukville Anti-Human Trafficking and Juvenile Protection Unit of
the Cambodian Police local Court officials. The project will also
increase access to legal counseling to child victims and their
families and increase the organization's ability to liaise with
foreign police and embassies in relation to investigations involving
their citizens.

C. TITLE: Center for Street Children

D. DURATION: 2 Years

E. ABSTRACT: Known already as a safe haven for vulnerable
children, M'Lop Tapang aims at expanding its child protection
network in the beach resort of Sihanoukville, with the result of
increasing the number of community members playing an active role in
the protection of children. Specifically, the project intends to
increase awareness of trafficking in the local population and engage
local authorities and the tourism industry to create an environment
to protect the children of Sihanoukville. M'Lop Tapang also wants
to expand and strengthen its existing ChildSafe program that
protects children at risk of trafficking.
