1. (SBU) Poloff delivered ref A demarche April 18 and ref B
demarche April 20 to Jean-Louis Falconi, head of Common
Foreign and Security Policy at the MFA. Falconi said he
would review our points carefully and said he understood U.S.
views. However, due to staffing shortfalls and pressing
tasks he needed to complete in advance of the GAERC meeting
April 23-24, he said he would not be able to discuss our
input in any detail.
2. (U) Post will offer further MFA recations to ref B septel.
