SUBJECT: UNSCR 1267: FRENCH REACTION TO UPDATING TALIBAN NAMES
ON THE CONSOLIDATED LIST
REFS: A) USUN 173
B) STATE 36625
Classified by Econ Counselor Stuart Dwyer reasons 1.4 b and d.
(C) We passed ref B message to Francois Revardeaux, desk officer
for international crime and terrorism at the French MFA. He
reported that France has already begun work to implement its
obligations under UNSCR 1735, but remarked that the workload is
quite voluminous and requires progressive iterations among the
relevant French ministries. He inquired whether the USG is
operating under a specific timetable for countries to provide
additional identifying information on Taliban members or
identify individuals eligible for delisting. He also wondered
whether instead of approaching capitals, it might not make more
sense to have the UN 1267 Committee coordinate updates with UN
member states. He stressed that he in no way meant to imply any
French resistance to the need to update the consolidated lists,
but instead that he simply hopes to help us facilitate the
process.
