1. (U) On December 4, 2007, EconOff delivered to Eustacio
Fabrega, Director of Panama's Civil Aviation Authority, all
the documentation received by Post from the FAA regarding the
violation of U.S. aviation regulations by Copa Airlines pilot
Jose Alberto Harris Vives.


2. (U) EconOff explained the matter to Fabrega and informed
him of the timeline requested by the FAA for a response.
Fabrega said he would look into the matter and provide Post a
response before February.
