1. (U) On July 24, Eustacio Fabrega, Director, Panamanian
Civil Aviation Authority (AAC) and Gustavo Garcia de Paredes,
AAC Director of Air Transportation, told EconOff that the AAC
supports the USG's positions on emissions trading and
aircraft emissions charges related to local air quality as
set forth in Reftel B. Paredes said the AAC has reviewed
Post's June 28, 2007 letter requesting support for the USG
position and that the AAC will shortly deliver a letter to
Post confirming such support.
2. (U) Fabrega told EconOff that as President of the Latin
American Civil Aviation Commission he will seek to have the
members states support the USG position on these
environmental issues. Fabrega emphasized his desire to
ensure that the issue of emissions trading stays within the
exclusive control of the ICAO.
