1. (C) Department of Foreign Affairs and International Trade
Director of Crime and International Terrorism Evelyn Puxley
will lead the Canadian delegation to the Third Annual G-8
International Kidnappers Conference, accompanied by officers
from the Royal Canadian Mounted Police, Canadian Security
Intelligence Service, and Department of National Defense (the
Special Operations unit involved in the Christian Peacekeeper
Team kidnapping case in Iraq). Puxley said she will call
S/CT to discuss strategy prior to the meeting. Canada would
like to use this meeting to multilateralize the current
approach of the U.S., Britain, and Canada -- not to make
substantive concessions to terrorists or insurgents who use
kidnapping as a political or economic tool. Puxley said
Canada believes strongly that dealing with kidnappers puts
all foreigners at risk, since terrorists do not distinguish
between nationalities, and that it encourages kidnapping as a
weapon of choice by terrorist and insurgent organizations.


2. (C) Puxley added that Canada hopes for movement on a
common approach to the issue, but knows it will be difficult
given Italy, France, and Germany's more accommodating
approach, and Russia's more hard line approach. Canada, she
said, was frustrated that a common approach had not emerged
in NATO, but acknowledged that bad timing contributed to the
inability to reach consensus. Canada hopes that this will be
a productive venue, but would like to return the issue to
NATO if it looks more likely to produce results. Puxley
commented that there needs to be progress this year and
expressed concern that, if for the third year there is not
substantive movement toward a common approach, it will be
disconcerting. Puxley noted that Canada would be willing to
do one of the presentations, or to contribute to one of the
presentations where its expertise would be useful.
