(SBU) On September 20, 2007 we met with MFA Deputy Director
General for Human Rights Tormod Endresen, who confirmed that
Norway will not join the Partnership for Democratic
Governance (PDG). Endresen applauded the PDG,s initiative
to rebuild democratic governing structures in fragile states,
and recognized the program's merit and reputation. Endresen
noted that Norway would, however, presently decline the
invitation to join. He emphasized that Norway remains
interested in participating in future PDG discussions in the
OECD context and will follow the initiative's development
with great interest.
