1. (C) On June 24 we delivered reftel points to Stig Ingemar
Traavik, the MFA's Afghanistan Desk Officer. He noted that
Norway agreed in principle to the USG positions raised in the
points. Traavik emphasized the GON's commitment to existing
bilateral assistance to Afghanistan. With respect to the
Justice Coordination Mechanism (JCM),he stressed the GON's
support, but reiterated that the UN should fund the JCM in
its next calendar year budget. Concerning the proposed
multilateral funding mechanism, the GON would likely match
current U.S. contributions. If Norway matches the USG
funding, then Traavik noted that the GON would expect the US
to raise its contributions. Finally, the GON will send MFA
State Secretary Johansen as its representative to the Rome
Rule of Law Conference.
