SUBJECT: POINTS DELIVERED: USG POSITIONS AT ICAO ASSEMBLY

(U) On June 7 we delivered talking points and background 
notes regarding USG positions at the upcoming ICAO Assembly 
to Ministry of Transportation Division Chief for Civil 
Aviation, Pierre Chauvin. Chauvin said that he would review 
the points and share them with the Norwegian Civil Aviation 
Administration. He will inform us of Norwegian views after 
coordinating with the Ministry and the CAA. Chauvin 
mentioned that the Norwegian delegation to the ICAO Assembly 
will be headed by Ministry of Transportation State Secretary 
Steinulf Tungesvik and include members of the Ministry of 
Transportation, Civil Aviation Administration, and the 
Transportation Counselor from the Norwegian Embassy in 
Washington, DC. Post will notify the Department of any 
further substantive response.
