(SBU) On April 16 we delivered reftel points to Norwegian
Meteorological Institute Director General Anton Eliasson and
a courtesy copy the Norwegian Ministry of Foreign Affairs UN
Section. Eliasson told us that Norway agrees with us on
governmental rather than individual executive council
representation and will support the U.S. candidate for the
executive council. However, Norway sees a broader scope for
the WMO and hence supports the German proposal to amend the
WMO Convention, thereby raising the organization's profile.
Eliasson will chair an ad hoc working group on the amendment
and stated that with several differing views among member
states, the outcome was uncertain. Regarding a World Climate
Conference under WMO auspices, Eliasson told us that Norway
is not opposed to such a meeting.
