SUBJECT: NORWAY AGREES MANDATE SHOULD NOT BE SINGLED OUT

(SBU) On March 21 we delivered reftel points to Tormod
Endresen, Deputy Director General in the MFA's Section for
Human Rights and Democracy. Norway shares the U.S. view that
review of the Occupied Territories mandate should not be
singled out. Nonetheless, he believes that the UN resolution
will be adopted, given the current composition of the United
Nations Human Rights Council (UNHRC). Although Norway is not
a UNHRC member, he believes that Finland, on the Council's
"Nordic seat," will vote against the resolution. He
reiterated that Norway's Geneva delegation is working closely
with its U.S. colleagues.
