1. (C) DCM delivered reftel demarche on 11 December to State
Secretary Raymond Johansen, who stated that Norway would use

its good offices to urge Serbia to remain calm regarding the
situation in Kosovo. Norway will be following the events
there closely, and agrees that it is vital that there be no
violence.
