10. Remarks: On Thursday, March 1, Mr. Watkins came to Nogales,
Mexico with two friends reftel above. Mr. Watkins came to visit
his pregnant fiancie Maria Portillo Rodriguez for the weekend.
Mr. Watkins' friends had an altercation with the Nogales police
and were unable to give him a ride to return to Fort Huachuca.
When Mr. Watkins' unauthorized absence from his Army unit became
excessive, they contacted Post to ask for our assistance in
locating the missing soldier. Mr. Watkins' friends described
the location to where Mr. Watkins had been driven and Post in
turn requested the assistance of Mexican authorities in locating
him. Mr. Watkins was located by Mexican immigration authorities
on Thursday, March 8. Mr. Watkins spoke with conoff and made
arrangements to visit the ACS unit on Friday, March 9 to request
our assistance in contacting his unit. On Friday, conoff spoke
with Mr. Watkins and Ms. Portillo and helped them communicate
with Captain Ryan, his commanding officer. Mr. Watkins told
Conoff Capt. Ryan agreed to send a soldier from the base to pick
him up in Nogales, AZ at 4 PM on the same day. Mr. Watkins
appeared willing and ready to return to duty. Post will confirm
Mr. Watkins' safe return to the U.S. and will consider this case
closed after confirmation.
